Job Title: Business Analyst – Agile Software Development (Federal/Government)
Location:   Fort Meade, MD 20755
Clearance Level: Secret
Job Type: Full-Time

PD Inc International is seeking an experienced and mission-driven Business Analyst to support Agile software development efforts in a U.S. government (DoD) environment . This role requires the ability to translate federal business needs into user stories and functional requirements, while collaborating with cross-functional teams including developers, testers, program managers, and government stakeholders. The ideal candidate understands the nuances of working within federal standards, compliance frameworks, and governance models. Key Responsibilities:
  • Collaborate with government stakeholders , Product Owners , and end users to gather and define business needs in alignment with agency mission objectives.
  • Break down complex federal business processes into epics , user stories , and acceptance criteria for Agile development teams.
  • Maintain and refine the product backlog in coordination with Product Owners and delivery teams.
  • Facilitate Agile ceremonies including backlog grooming , sprint planning , daily stand-ups , and sprint reviews .
  • Ensure requirements align with relevant federal mandates and compliance frameworks (e.g., FISMA, Section 508, NIST 800-53, FedRAMP).
  • Support the development of test cases and participate in User Acceptance Testing (UAT) with government stakeholders.
  • Create and maintain artifacts such as process flows , requirements traceability matrices , data dictionaries and user guides , following agency documentation standards.
  • Translate between technical and non-technical stakeholders to ensure clear and actionable communication.
  • Monitor delivery progress and ensure alignment with contractual performance requirements and mission outcomes .
  • Responsible for documenting the architecture, functional capabilities, and roadmap for systems, including preliminary analysis of customer requirements to assess alignment with system architecture, and design foundation for CMIS modernization effort.
  • Work tickets assigned to them in the order of highest priority and/or sequence.
  • Communicate effectively with the team and/or customer in order to complete the requirement within the allocated timeframe and/or sprint cycle.
  • Record actions taken on tasks on a daily basis using designated ticket tracking system
  • On a monthly basis generate status reports that detail the activities performed and the progress made to date.
  • Provide a test plan to the Government prior to any user acceptance training (UAT) or Government Acceptance Training (GAT). The test plan will include test scripts and schedules. Testing support shall be conducted in accordance with applicable testing standards and guidelines.
  • Provide software documentation including release notes, application documentation, configuration management support documentation, change request reports, interface design documents, and software design documents. Use applicable process/tools per the Government Configuration/Requirement Management Standard Operating Procedures.
Required Qualifications:
  • U.S. Citizen and eligible for Secret level security clearance.
  • Bachelor’s degree in Business, Information Systems, Public Administration, or related field, Master’s degree is preferred
  • 5+ years of experience as a Business Analyst on Agile federal IT projects .
  • Familiarity with federal IT lifecycle frameworks (e.g., OMB A-130 , Clinger-Cohen , or CPIC ).
  • Experience with Agile tools (e.g., Jira , Confluence , Azure DevOps , VersionOne ).
  • Strong analytical skills, with the ability to capture and translate mission needs into technical requirements.
  • Excellent interpersonal and written communication skills, with experience briefing government stakeholders .
Preferred Qualifications:
  • Experience working with agencies such as DISA, DoD, VA, DHS, or HHS .
  • Agile certifications (e.g., CSPO , Certified SAFe Practitioner , ICAgile , or CBAP ).
  • Knowledge of security and privacy requirements in federal IT systems (e.g., PII handling , System of Records Notice (SORN)).
  • Familiarity with enterprise architecture standards (e.g., FEAF , DODAF ).
  • Prior experience with Agile delivery under government contract vehicles (e.g., GSA MAS, GWACs, BPA)

Work Environment:

  • This position will be based in an office environment with standard work hours. Availability during Contractor Support Hours is required for IT support and issue resolution.
