Position Summary & Responsibilities
Position Summary:
This position functions with considerable latitude in directing, planning, coordination and providing assistance to the State Hospitals’ operations, census management initiatives and program management.
This position works with leadership and staff to build relationships, monitor performance, improve processes, solve problems, and capitalize on opportunities to strengthen the hospitals. This position makes recommendations and leads implementation of census management initiatives across State Hospitals. This position is responsible for leading special projects for improved patient outcomes and employee engagement and leadership development programs.
Job Responsibilities may include but are not limited to the following:
Hospital Operations:
Assists in oversight of State Hospitals by developing operating policies and procedures; establishing goals and objectives for the hospitals’ operations; reviewing data collected by the state hospitals for quality improvement or risk management, communicating findings and outcomes of, and recommendations for, improved hospital operations to the Governing Body, Commissioner and Deputy Secretary. Collaborates with executive-level management in the development of the performance goals and long-term operations plans. Provides recommendations to the State Hospitals’ leadership to maximize efficiency and productivity through extensive process analysis and interdepartmental collaboration. Sets strategic goals for operational efficiency and increased productivity.
Analyzes current operational processes and performance, recommending solutions for improvement when necessary related to contracted services used at state hospitals and coordinated through KDADS procurement and Department of Administration.
Census management:
Analyses State Hospitals’ census and demographic data to make recommendations for improved census management. Collaborates with executive-level management in the development and implementation of the improved census management initiatives. Collaborates with internal and external stakeholders to improve patient flow and experience leading to State Hospital admission, within the State Hospitals and post-discharge. Work in collaboration with leadership teams at State Hospitals State Hospital Commission and KDADS, community stakeholders and other related parties to identify points of intercept, collaboration and opportunities for improved census management. Provides support to implement approved census managements plans, including but not limited to implementation of lifting the Moratorium plan at Osawatomie State Hospital.
Training:
Develop and implement Leadership Development Institute across State Hospitals and State Hospital Commission to develop key skills and competences for healthcare leaders. Strategically aligns leadership development program to accomplish goals of the hospitals and State Hospital Commission. In collaboration with Human Resources assists in selecting and developing leaders from within to ensure organization-wide succession planning.
Program Management:
Provides the Governing Body, Commissioner, and hospital leadership recommendations and develops special projects leading to improved patient outcomes and employee engagement. Provides general oversight of implementation of programs and special projects and initiatives at the State Hospital. Consults with hospital and Commission leadership on programs and special project priorities and goals. Identifies resources needed to support implementation and sustainability of programs and special projects.
Performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
