Job Description and Duties

Under the general direction of the Equal Employment Opportunity (EEO) Officer in the EEO Office within the California State Lottery (Lottery), the Staff Services Manager I (SSM I) Specialist/Investigator, is responsible for performing a wide range of complex, technical, and sensitive consultative, analytical and investigative work related to the programs administered by the EEO Office. The SSM I Specialist/Investigator will perform various analytical tasks required to complete the mandated functions, activities and reporting for the EEO program; develop, implement and administer policies, procedures, processes and training presentations on various EEO related topics including Diversity, Equity and Inclusion (DEI). The SSM I Specialist/Investigator will function as non-supervisory staff specialist in a difficult and sensitive program area with significant responsibilities at a level conducive to a highly skilled consultant with the ability to act authoritatively in a functional specialty. The SSM I Specialist/Investigator must exercise neutrality, tact and diplomacy, maintain confidentiality, communicate effectively and sensitively both orally and in writing, and maintain an appropriate decorum while administering and handling various EEO program related matters.

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

  1. Schedule: 8:00 a.m. to 5:00 p.m. PST
  2. Travel: Minimal; May require periodic travel to Lottery District Offices to conduct investigations and/or training.
  3. Other: Incumbents must demonstrate EEO expertise as characterized by knowledge of legally protected categories under the Fair Employment and Housing Act, an understanding of the role of an EEO Officer and the statewide EEO program; and the ability to interpret and apply state and federal EEO-related laws in accordance with best practice.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated experience conducting internal administrative investigations and producing comprehensive investigation reports.
  • Demonstrated knowledge of state and federal civil rights laws, rules, regulations, authorities, and experience applying that knowledge and expertise in a workplace.
  • Demonstrated experience developing and implementing EEO program related policy, processes, and procedures.
  • Demonstrated experience developing training and informational materials and facilitating training on EEO related topics, including DEI.
  • Demonstrated ability to remain neutral and impartial and maintain confidentiality when dealing with sensitive issues and/or information.
  • Demonstrated ability to exercise tact, good judgment, diplomacy, political savy and sensitivity and maintain an appropriate decorum while administering and handling various EEO program related matters and addressing sensitive employee and personnel-related issues.
  • Excellent interpersonal, written and verbal communication skills.
