Title:  Cloud Engineer
Client: MNIT/DPS BCA Work Type: Hybrid Duration: 2 Years Project Start Date: March 1, 2025 Work location: 1430 Maryland Avenue, St. Paul, MN 55106.

**The work is expected to follow BCA's hybrid approach, requiring Mondays and Tuesdays in the office, Wednesdays, Thursdays, and Fridays work from home. Days onsite and telecommuting could shift based on work team schedules.

Description of Project

The Minnesota Department of Information Technology Services (MNIT) partnering with Department of Public Safety (DPS), Bureau of Criminal Apprehension (BCA) is seeking one full-time Cloud Engineer to work in the Minnesota Justice Information Services (MNJIS) section of the BCA to embark on a significant cloud transformation initiative to modernize its IT infrastructure and applications currently hosted on-premises, by moving towards a cloud-first strategy. The Cloud Engineer will be migrating existing applications to the cloud, which involves assessing application dependencies, architecture as needed for optimal cloud performance, and executing the migration process with minimal disruption. The Cloud Engineer will implement Infrastructure as Code (IaC) where automating infrastructure provisioning and management using IaC will be essential for efficiency and consistency. The Cloud Engineer will establish cloud best practices to help define and implement cloud standards, security policies, and cost optimization strategies.

At a high level, the resource will aid in the delivery of a modernized and optimized application portfolio hosted in the cloud by migrating and architecture the on-premises applications with the expectation of achieving increased scalability, improved reliability, and reduced operational costs. The resource will implement IaC, which will ensure consistent and repeatable infrastructure deployments, while adhering to cloud best practices will enhance security and performance.

• Automate server creation.

• Set up application monitoring in Azure.
  

• Implement automated database backups.
  

• Assist in Configure a site-to-site VPN.
  

• Optimize cloud resource costs.
  

• Troubleshoot a network connectivity issue.
  

• Document cloud infrastructure.
  

• Train team members on Azure services.
  

• Innovate with:
  

• configuration, development, and management of Cloud security policies and frameworks (FBI CJIS and MN State policies)
  

• Cloud network configuration, including subnet provisioning, DNS management, firewall management, WAFs, network peering, routing, private network connection between On-Prem and Cloud infrastructure (i.e. ExpressRoutes or Direct Connect), IPS, and load balancers.
  

• Cloud identity management frameworks, AAD/EntraID, RBAC role assignment, and identity federation
  

• Integration of IAC tools for provisioning, configuration management, and automation (AWS/Azure)
  

• Establish strong business partnerships with senior MNJIS team members and with criminal justice and technical staff
  

• Communicate highly technical concepts, and to introduce new technological tools or methods
  

• Provide knowledge transfer. 
  

Desired Skills

• 5 + years of expert level experience designing and supporting public cloud environments (Azure [preferred], AWS, GCP), including IaaS and PaaS, in both Cloud and hybrid Cloud/On-Premises environments
  

• 3+ years of recent experience using a prevalent infrastructure as code and configuration as code tool and maintaining that code in source control, preferably Git
  

• Demonstrable experience deploying enterprise workloads to cloud
  

• Expert level proficiency with Azure CLI/PowerShell or equivalent scripting languages
  

• 3+ years of recent experience with infrastructure and application monitoring tools 
  

• Experience with cloud network security tools, preferably with a zero trust mindset
  

• Experience working with a continuous deployment tool, preferably Octopus Deploy
  

• Microsoft Azure Certification (AZ-104, AZ-304, or equivalent)
  

• Experience with development languages (C#, Javascript, Python, or Java preferred)

• Hands-on experience with one or more configuration management systems such as Ansible
  

• Business Continuity or Disaster Recovery planning experience in the Cloud and Hybrid Cloud/On-Prem
  

• Knowledge of more than one cloud hosting solution 
  

• Experience with DevSecOps with a Everything as Code mindset, including incorporating security into cloud environments and practices
  

• Experience working with Agile teams, specifically Scrum and Kanban
