Job Description and Duties

This is a Limited term position for 12 months, but may be extended for an additional 12 months, not to exceed 2 years. This position may become Permanent/FT pending budget approval.

This position is housed within the Strategic Growth Council (SGC) which is a 10-member Council comprised of seven state Cabinet-agencies and three public members that coordinates and works collaboratively across state government and with public agencies, communities, and stakeholders to achieve sustainability, equity, economic prosperity, and quality of life for all Californians. SGC catalyzes government innovation for community transformation by approaching our work in the following ways:

•  Ideate: Working in partnership with California’s communities, government partners, and others to identify key challenges and develop transformative ideas to solve them.

•  Incubate: Pilot new programs and test proof of concepts together with communities and implementing partners across California.

•  Scale: Export and scale proven models across SGC’s whole of government Council and beyond.

SGC programs include Affordable Housing and Sustainable Communities (AHSC), Sustainable Agriculture Lands Conservation (SALC), Transformative Climate Communities (TCC), Community Resilience Centers (CRC), Climate Change Research (CCR), Community Assistance for Climate Equity (CACE), and Health and Equity Program (HEP) – which is part of a multi-agency Health in All Policies (HiAP) Initiative. SGC is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, a positive attitude and sense of humor.

CRC program funds the development and enhancement of Community Resilience Centers that provide shelter and resources during climate emergencies, such as extreme heat and poor air quality. It also supports year-round community services, including resource distribution and workforce training, that strengthen community resilience. The CRC program is a high profile, politically sensitive program dedicated to empowering the communities most impacted by climate change to choose their community vision, strategies and projects to enact transformational change – all with data-driven milestones and measurable outcomes. Funded projects must adhere to a strict set of program guidelines and state criteria.

Under the general direction of the Staff Services Manager II (Program Manager), the incumbent works in a lead capacity to support program development and implementation and works with program awardees, project leads, and other stakeholders to ensure successful development of program guidelines, as well as the implementation and evaluation of awards. The incumbent is also responsible for working with the Staff Services Manager II to ensure new staff are adequately trained on communicating the program’s design and impacts.

Working Conditions

Persons appointed to this position must be reasonably expected to exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without a reasonable accommodation. Involves sitting most of the time but may involve walking or standing for brief periods of time. Occasional/overnight travel up to 15% may be required.

  • Professional experience serving and working with under-resourced/underserved communities. 
  • The ability to write concisely and effectively in everyday language and communicate persuasively with a range of partners and stakeholders, including senior leadership, elected officials, agencies, industries, community members, and the general public.
  • Experience analyzing issues from multiple viewpoints and recommending solutions. 
  • Experience evaluating policies, program applications, and technical data and providing recommendations. 
  • Commitment to serving California’s diverse communities throughout the administration of the program. Must create a work environment that celebrates diverse backgrounds, cultures, and personal experiences.
  • Ability to travel and effectively participate in site visits, public workshops, and meetings up to 20% of the time. Occasionally will need to work on evenings, weekends, and holidays.
