The City of Pacifica will host approximately eight (8) summer internships from departments that include:

  • City Manager's Office (CMO)
  • Public Works (PW)
  • Parks, Beach & Recreation (PB&R)
  • Community Development
  • Economic Development
  • Finance
  • IT
  • Human Resources (HR)


This intern program will run from approximately June 16, 2025 - August 15, 2025 (8 weeks).

Interns are expected to perform substantive work, develop professional relationships, and help make a positive impact in the City of Pacifica. This is a part-time/seasonal, at-will, non-benefited position. Hours are limited to 25 hours per week.

About the City

The City of Pacifica is a general law city and operates under the Council/Manager Form of Government. Legislative authority is vested in a five member City Council elected at large, one of which is appointed Mayor by the Council. Key City Council commissions and committees include: the Planning Commission, Parks Beaches and Recreation Commission, Open Space and Parkland Advisory Committee, Library Advisory Committee, Beautification Advisory Committee, Economic Development Committee, and the Emergency Preparedness & Safety Commission.

With a total operating budget of $47.3 million and authorized staff of 184.25 FTEs and 96 Part-Time

employees, the City is a full-service City and provides a variety of direct services to its residents.  Along with the City Attorney’s and City Manager’s Offices, and typical internal departments, the City partners with the North County Fire Authority to meet its residents’ municipal needs.

About the Program

The City of Pacifica's Summer Internship Program was developed in collaboration between the City and the "The Next Generation Committee." Sponsored by the City/County Managers Associations of San Mateo and Santa Clara Counties, the Committee is chartered with identifying programs to address the "retirement wave" of baby-boomer managers and professionals exiting local government in the region. In an effort to attract university students to local government careers, internships are available each year for university students at the undergraduate and graduate levels.

The ideal candidate will be strongly interested in pursuing a local government career. The candidate will be self-motivated, detail-oriented, reliable, punctual, and honest. The candidate will also be proficient in using Microsoft Office Suite and Adobe Acrobat, with the ability to learn new processes quickly and efficiently and a desire to provide services to the community.

Departments that most frequently offer internship opportunities are listed below. 

The City Manager's Office, Human Resources, and Finance Departmentinternships provide an excellent opportunity for individuals interested in enhancing their knowledge and experience in finance, budgeting, contract administration, accounting, and administrative functions. This is an entry-level position to attract a highly motivated and enthusiastic individual who is interested in providing exceptional service to our community. This internship provides an excellent opportunity for individuals interested in developing their knowledge, experience, and skills in finance and budget, policy implementation, employee relations, community engagement, and local government administration. Through mentorship and under general supervision, the successful candidate will be responsible for completing specific projects and various ongoing assignments to help develop their knowledge and skills in local government administration. Some of the various projects and responsibilities may include, but are not limited to:

  • Researching and analyzing various policies and/or programs
  • Updating internal procedures and policies
  • Drafting and editing reports
  • Assisting with the implementation of City Council priorities
  • Assisting with community engagement efforts
  • Attending departmental and community meetings
  • Assisting with the preparation of operating and capital budget documents
  • Researching, analyzing, and compiling best practices for various policies and/or programs
  • Assisting with cost-benefit and efficiency analyses of various City programs and initiatives
  • Opportunity to report and/or present to the City Council
  • Assisting with the preparation of staff training material and resources

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying. A typical way to obtain the knowledge and abilities would be:

Education & Experience: Some completed coursework leading to an Undergraduate degree, with major in Public or Business Administration, Finance, Accounting, Human Resources, City Planning is desired (but not required).

Knowledge of:

  • Microsoft Office software (e.g. Microsoft Excel, Outlook, Word, and PowerPoint)
  • Adobe software (e.g. Adobe Acrobat, InDesign, and Photoshop)
  • Local government operations

The Public Works Department- Wastewater Treatment Plantwill offer a unique variety of opportunities across a number of fields of study for students to enhance their academic learning with real-world knowledge, receive valuable training while providing public service to the community, and experience a professional work environment where they can develop both work and life skills. Interns can work on fun projects, make presentations, create and prepare training materials, do valuable research, use tech-savvy skills to help market materials and provide overall team support.

The Parks, Beaches, and Recreationis to cultivate healthy communities through quality programs and dynamic public spaces. Through proactive, strategic work plans, and create and implement outreach that is creative, articulate and engaging while telling a story of "Building Community Through Fun". Hone your skateboarding, pilates, or dancing skills. Embark on exciting adventures with us by joining Summer Adventure Camp or learn how to surf the waves at Linda Mar Beach with one of our Surf Camps. Have fun while you improve your talents with a favorite hobby, or join a league for friendly competitive play. If the kids need swimming lessons or the teenagers a safe and exciting way to socialize, don't worry, we have something for everyone in your family!

Interns' skills and talents will contribute to the creation and activation of community-building places, programs, and people. Interns will gain experience and building their portfolio as interns provide general support, assist in event production, and work on specific programs and projects important to the City. 

The Planning Departmentis responsible for both long-range planning, which involves guiding the City's future by City's General Plan, Coastal Plan, Zoning Law, and other specific and area development plans which provide for and control the future physical development and conservation of the City, based upon geographic, social, economic, and environmental characteristics of the community. 

The internship program is designed to offer professional learning opportunities to undergraduate and graduate students interested in urban planning.
