Job Description
The building inspector collaborates with a team of inspectors, plans examiners, and program administration staff to perform inspections on residential and commercial construction projects to enforce Minnesota State building, plumbing, mechanical, and energy codes, city ordinances and state statutes. Other duties include reviewing residential application submittals, reviewing residential plans, drives city vehicle to inspections, maintains all necessary records for day-to-day activities and monitors active projects. The inspector responds to questions and complaints, interprets, explains, and provides guidance on codes to the public, contractors , design professionals.
- Perform site inspections for new and existing residential and commercial construction projects to ensure State Building, Plumbing, Mechanical codes and city ordinances are being followed.
- Review and approve all residential building permit applications and plans for accuracy, completeness, and compliance with requirements of the MN Residential Building Code and City ordinances.
- Creates and maintains inspection activity records. Documents results and issue detailed correction notices and stop work orders.
- Interpret, explain, and provide guidance on codes to architects, engineers, contractors, and residents on matters relating to building construction and compliance with state codes and city ordinances.
- Receives and responds to questions and/or complaints from a variety of individuals and/or businesses regarding codes and regulations, inspection schedules, inspection results, and code compliance requirements.
- Maintain and update specific code handouts and references that are available to contractors and residents.
- Collaborate with a team of inspectors, plans examiners, and program administration staff to ensure projects receive needed inspections and codes are being followed.
- Work alone or as part of a team on special projects, work committees, or assigned projects. (New World computer software, E-permits, Record Retention Schedule, etc.).
- Participate in professional organizations, committees and boards for code development and city representation.
- Assist the Building Official as required and provide backup to other inspection divisions as needed.
- Perform other duties as assigned.
Education and/or Experience - High School Diploma or GED.
- Specialized training in plan review, building inspections, code administration or related field.
Experience - One (1) year experience as municipal inspector or related field.
- Previous construction experience of have construction knowledge.
Licenses MN State Building Official Limited Certification.
MN State Building Official Certification at hire or within one (1) year from hire.
Valid, unrestricted driver's license.
ICC Residential Building Inspector certification at hire or within one (1) year of hire.
ICC Commercial Building Inspector certification add hire or within two (2) years.
Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Knowledge, Skills, and Abilities - Knowledge of applicable federal, state, and local laws, codes, ordinances, and regulations regarding building, plumbing, mechanical, energy codes, and accessibility.
- Ability to read, understand, interpret, analyze, and effectively explain technical and complex information (construction codes, state codes, city ordinances, applications, legal descriptions, blueprints, building plans, etc.).
- Ability to interact, develop and maintain positive and professional working relationships at all organizational levels, internally, and externally.
- Ability to recognize and resolve conflict in a professional and tactful manner.
- Ability to clearly, concisely, and effectively communicate, both in verbal and written formats.
Ability to conduct plan reviews to ensure all necessary materials are submitted , they comply with state building codes and city ordinances, and plan reviews are processed in an organized and timely fashion.
Working knowledge of the MN Building , plumbing, mechanical, accessibility, energy codes, and state statutes.
- Ability to handle diverse work schedules, complex code and construction projects, coordination of work schedule with tight time frames , diverse levels of education and knowledge due to the complexity and combination of codes required to perform the position .
- Ability to evaluate permit applications.
- Ability to independently organize and coordinate work, set priorities, and manage multiple assignments.
- Proficiency with Microsoft Office programs and applications, file management and data base applications.
- Ability to safely conduct inspections at, above or below ground level construction sites.
Ability to deal with the unique diversity of personalities and special needs of customers in often tense and stressful conditions that require tact, personality, good judgment and technically precise answers delivered in a limited amount of time in a professional manner.
Ability to research new technology , materials, methods and products that relate to construction.
Ability to use and interpret building plans and use of a tape measure in the field .
Ability to recognize and resolve conflict in a professional and tactful manner.

Desired Qualifications 2+ years of building inspection experience for a municipality.
Residential plan review experience for a municipality.
MN State Building Official Certification.
- Experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds.
- Fluency in Spanish, Hmong, Russian, Somali, Lao or Vietnamese.

Core business hours are set by departments based on operational needs . Alternative schedules can be arranged, but must comply with the City’s Alternative Work Arrangement policy.
This is a full-time, non-exempt, non-union position subject to a flexible schedule that includes a standard eight-hour work day.
Prolonged periods of standing, bending, sitting, stooping, kneeling, and climbing.
- Conducting field work and property inspections in all types of weather conditions for extended periods of time.
- Possible exposure to hazardous equipment hazardous contaminants.
- Office environment; exposure to computer screens; working closely with others, frequent interruptions.
- Must be able to lift and carry or otherwise move 10 to 50 pounds regularly/occasionally.
